Bueng Kan town to be created

When the new province of Bueng Kan was created in 2011, there was one thing which was strikingly different to the previous batch of province creation - the capital of the province wasn't made a town (Thesaban Mueang). When the TIS1099 geocodes were assigned to the districts as well as the municipalities, the usual 99 for the provincial capital was left out, Bueng Kan subdistrict municipality was assigned the code 3898 instead.

At that time the actual location of the provincial administrative offices wasn't decided yet, but by now its construction is long completed in the southern part of Bueng Kan subdistrict, in area administrated by the Bueng Kan subdistrict administrative organization. Apparently now the time has come to create the first town in Bueng Kan province.

In the 5th meeting of the 1st board to consider draft laws on February 19 2020, a municipal change in Bueng Kan was discussed [transcript]  . But since I cannot access that website for 5 years already, only thanks to the Google cache I can read the meeting agenda, which includes "รวมองค์การบริหารส่วนตำบลบึงกาฬ เทศบาลตำบลวิศิษฐ์ และเทศบาลตำบลบึงกาฬ อำเภอบึงกาฬ จังหวัดบึงกาฬ และเปลี่ยนแปลงเขตและฐานะเป็นเทศบาลเมืองบึงกาฬ" which means that three local governments are to be merged into the new Bueng Kan town.

Bueng Kan subdistrict municipality covers parts of both Wisit and Bueng Kan subdistrict, and the other two local governments the remaining areas, thus the new Bueng Kan town will fully cover two subdistricts. It was only in 1988 that Bueng Kan subdistrict was split into these two subdistricts [Gazette], until then the main settlement was right in the center of the subdistrict.


Though I just learned about this pending change few weeks before it will become effective by publication in the Royal Gazette, it was in the making for much longer time already. In June 2019, the people in the three affected local governments could vote on whether they approve it.

Na Duang TAO to be renamed

In the meeting number 35 on July 25th, the board to consider draft laws discussed the renaming of TAO Na Duang (องค์การบริหารส่วนตำบลนาด้วง), Na Duang district, Loei province to Kaeo Methi (องค์การบริหารส่วนตำบลแก้วเมธี). Its the first direct change to an administrative entity discussed in these board for a year when the merge of Wang Nuea was approved. Due to bad timing, I cannot read the transcript - law.moi.go.th is still inaccessible for me from Germany, and during my visit in Thailand recently I downloaded all the PDFs of the past year but this wasn't online then yet. Thus the announcement in the Royal Gazette will show whether the board approved the change or not.

The subdistrict Na Duang (ตำบลนาด้วง) is covered by two local governments, Na Duang TAO and Na Duang subdistrict municipality (เทศบาลตำบลนาด้วง). Thus this name change can either mean that the TAO will get upgraded to a municipality soon, or it simply to clean up the name ambiguities of the former sanitary districts in preparation of the proposed upgrade of all TAO to municipalities.

The name "Kaeo Methi" is the name of village number 5 of Na Duang subdistrict, which is also the location of the TAO office.

Wang Nuea TAO to be merged with Wang Nuea municipality

There hasn't been any changes to the local governments since the upgrade of Pa Sak almost exactly two years ago, maybe due to the proposed abolish of the TAO level. However, in the meeting number 44 of the board two to consider draft laws on September 9, the merge of Wang Nuea TAO (องค์การบริหารส่วนตำบลวังเหนือ) with Wang Nuea subdistrict municipality (เทศบาลตำบลวังเหนือ) was discussed. As I still cannot access moi.go.th, I can only read indirectly through the Google cache, yet what I can find in the transcript of the meeting suggests the change is forthcoming very soon - maybe directly with end of the term of the TAO council on October 19th. Waiting for the end of the council term is somewhat strange, given that the local elections are suspended since the coup in 2014 already, but it was similar with the upgrade of Pa Sak mentioned before.

The transcript states, that due to the low population in the TAO - 1949 according to the transcript, 2167 in the latest DOPA statistics - the TAO should be abolished. A poll on whether the citizen approve this dissolution has been done, asking with which local government Wang Nuea shall be merged.
  • Wang Nuea municipality: 679 votes
  • Ban Mai municipality: 217 votes
  • Wang Sai TAO: 25 votes
  • Thung Hua TAO: 5 votes
  • Wang Tai TAO: 5 votes
The voters chose the obvious solution, to let the Wang Nuea municipality cover almost whole subdistrict Wang Nuea (Ban Mai covers a small part of the sub district as well).

New board meeting transcripts

Another batch of board meeting transcript has been uploaded to the website of the Legal Affairs Bureau at the Office of the Permanent Secretary of Interior. The details on each meeting concerning any municipal changes will be uploaded to the dedicated blog in the next days, depending on how much time I find to work through those lists. Thus below is just a concise summary of all those meeting which contain anything interesting.

The website with the transcripts (Board 1 and Board 2) have changed a bit with this update as well, as now not only the transcript but also the agenda (for forthcoming meetings) and additional documents are available for download - at least prepared as columns in the table, so far there are no additional documents yet.

Board meeting transcripts for July

A new set of board meeting transcripts was uploaded last week, adding several more new municipalities to be created this year - or to be exact right now, as most of those TAO had ended their term end of August or beginning of September. I am still working through the transcripts to update the data within my XML files, so here is just a short summary with the links to the more detailed summaries which I already finished. Sadly, not for all the meetings the transcript is available, thus there are probably some more changes which I didn't notice this way.

Municipal decision from June 2012

About a week ago, a new set of board meeting transcripts were uploaded, sadly again as PDF files so a bit more work to work them into my data. But that is done now, the detailed summary of each meeting with municipal decisions is available on the ThesabanUpdates blog. The summary of the summaries is below - as usual it was mostly Board 2 which had discussed municipal changes.

An interesting observation while working through all those updates - in most cases, the upgrade will be done effective the day after the term of the TAO council ends,thus exactly four years after the last council elections. However, there are a few cases where the upgrade is effective on the final day of the term, or a few days before the term finishes. I am not sure if these are mistakes in the transcript or if these are intentional - in past I noticed that the dates given in the board meeting transcripts sometimes differ from the dates given in the Royal Gazette announcements or the Excel sheets from the Department of Local Administration.

Ko Tao district developments

When the cabinet meeting was held in Phuket, the province administration of Surat Thani was proposing the creation of a new minor district (King Amphoe) for the island of Ko Tao due to its remoteness from Ko Pha Ngan. However I haven't seen anything in the transcript of the cabinet meeting, nor any other news since then,

However, in one of the board meeting transcripts of the board to consider draft laws this proposal resurfaced. On April 23, board one had this issue on their agenda as item 3.2. A big part of the transcripts are the guidelines on creating a district or minor district, and why Ko Tao does not qualify under these except as being a special case for its importance as a tourism area, but some parts are worth to quote in detail.
ข้อพิจารณาแนวทางที่ ๑ มีเหตุผลและความจำเป็น ประกอบกับมีเหตุผลความจำเป็นพิเศษเพื่อพัฒนาเกาะเต่าให้เป็นพื้นที่ส่งเสริมการท่องเที่ยวที่มีความสมดุลและน่าอยู่อย่างยั่งยืนและเพื่อเฉลิมพระเกียรติสมเด็จพระบรมราชินีนาถ เนื่องในโอกาสเฉลิมพระชนมพรรษา ครบรอบ ๘๐ พรรษา ๑๒ สิงหาคม ๒๕๕๕ จึงเห็นควรให้กรมการปกครองเสนอคณะรัฐมนตรีพิจารณาจัดตั้ง อำเภอเกาะเต่าเป็นกรณีพิเศษ ตามมติคณะรัฐมนตรี ๒ พฤศจิกายน ๒๕๔๗ Item to consider is that there is reason and necessity in accordance with the special need for tourism development on Ko Tao, and to honor Her Majesty the Queen on her 80th birthday on August 12, the Department of Provincial Administration offers to submit the request to create Ko Tao district as a special case according to the guidelines from cabinet meeting on May 2 2004.
But after some more discussion of the guidelines for new administrative subdivisions in contrast to local administration changes, the resolution of the board seems to be
ดังนั้น การยกฐานะองค์การบริหารส่วนตำบลเกาะเต่า เป็นเทศบาล จึงเป็นรูปแบบการบริหารงานที่เหมาะสมและสอดคล้องกับสภาพเศรษฐกิจ สังคม และด้านการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมของเกาะเต่าในปัจจุบัน Thus lifting the status of the TAO Ko Tao to a municipality would be the appropriate one in line with the economic, social and environmental issues of Ko Tao.
The island of Ko Tao currently is a single subdistrict (Tambon) within Ko Pha-ngan district, and covers just three administrative villages, and as of December 31 a registered population of just 1,706 citizen. It would be thus even smaller than the otherwise comparable case of Ko Kut district. That was however created in 1990 already, before the focus moved to local administration. As local administrative unit to be upgraded now is the TAO Ko Tao (องค์การบริหารส่วนตำบลเกาะเต่า), and there are smaller municipalities than what Ko Tao would become - Nong Khayang in Uthai Thani as the smallest has just 677 citizen...

On the board meeting overview page, the agenda of the two meetings held this week were added. Though there are no details, it seems another eight TAO have been cleared to be upgraded to municipalities.
Update: The transcript is now available, and it clears the confusion with the upgrade of Ban Thum - in fact the subdistrict municipality is to be upgraded to a town (เทศบาลเมืองบ้านทุ่ม).

Board meeting transcripts are back

After more than a year without the board meeting transcripts, and thus no early notice about the municipal changes, now with another redesign of the website of the Legal Affair Bureau of the Permanent Secretary for Interior (สำนักกฎหมาย สำนักงานปลัดกระทรวงมหาดไทย) I finally discovered that the transcripts have reappeared. There were two changes - first they are now in PDF format instead of WinWord, which has the drawback that in some of the files the copy-and-paste does not work. The second change is that for this year the agenda of each meeting is shown in the overview page, and not just the agenda of those meetings already available as transcripts, but also those of the meetings still not held. To bad that for last year there are only the PDFs, thus I will have to check through them manually.

Thus according to this agenda list, this year the board has and will discuss until May 16
  • 26 TAO upgrades to municipalities (including one changing name with the upgrade),
  • 1 subdistrict municipality upgrade to a town municipality,
  • 1 TAO upgrade to a town municipality.
Of course there were other points on the agendas, like land reform acts, but those I won't cover, so I simply only mention the municipal changes. I have already started to post the summaries to the Thesaban Updates Blog, for example the transcript of the March 21 meeting can now be found over there.

Meeting number 19 from March 21 2012 with four TAO upgraded to subdistrict municipalities.
  • Som Wang (เทศบาลตำบลสมหวัง), Kong Ra district, Phatthalung province, effective April 6. The TAO was created in 1999, covers 28.34 km², 7 villages and 4,542 citizen.
  • Saen Hai (เทศบาลตำบลแสนไห), Wiang Haeng district, Chiang Mai province, effective April 6. The TAO was created in 1999, covers 22 km², 5 villages and 2,988 citizen.
  • Chanot (เทศบาลตำบลชะโนด), Wan Yai district, Mukdahan province, effective April 22. The TAO was created in 1999, covers 4.49 km², 5 villages and 2,432 citizen.
  • Tae (เทศบาลตำบลแต้), Uthumphon Phisai district, Sisaket province. Decision was moved to a later meeting.

New board meeting transcripts

Just shortly after I complained bitterly about the lack of new board meeting transcripts, the webmaster uploaded a big set of them to the website. However it is still not yet up-to-date, as only the 2010 meetings are now covered, and also several of the meetings still have no transcript. For 2011 there are still none, there's not even the index page so far.

Those newly added transcripts contain a few changes to the municipalities, but as they are from a rather long time ago and some already mentioned here when it got announced in the Royal Gazette, I posted the individual reports only the the Thesaban Update-Blog and list them here as a table instead.

No more board meeting transcripts?

Regular readers of this blog will have noticed that for many months there has no new posting under the label "Board meeting", announcing imminent changes to the local administrative units, mostly upgrades of TAO to municipalities. There even were municipal upgrades lately which I only learned about by the announcement in the Royal Gazette - Ang Sila became town in March - or recently by a posting in the 2bangkok forum when Rangsit was upgraded to a city municipality.

The reason for this is simply that there are no new board meeting transcripts on the website of the Legal Affairs Bureau since September last year. I have no idea if making these was discontinued intentionally - which would be very sad - or more likely that the website has become neglected. There was a massive redesign of the website earlier this year, which gave the site a much more modern look, and even added useful things like a RSS feed, but apparently after the change to the new content management system nothing was done anymore. The webmaster even did not notice for weeks that the direct URL http://law.moi.go.th/ gave an empty page, and only by luck I found the correct internal link to see the page. To make it worse, I tried to notify the webmaster (and ask about those transcripts) by the contact page, and only response I got as a bounce email. So the only way I saw to notify was the forum of the website, but apparently that isn't read by anyone either. Another example of the impossibility to contact anyone in the administration online.

I waited a lot before turning into this rant mode, but I am really sad that all attempts to help the webmaster went into the big nothing, and there this good source of information has become quiet. I will of course continue to monitor the website, as well as reading the new RSS feed to see if anything pops up. If they come back, it will be a lot of work to to work through more than hundred transcripts at once, not one or two a week as I could do in past. But other departments are even worse - I really would love to have similar transcripts for the board of name changes, but even the agenda of the meetings is impossible to find online.

Municipal decisions from June 3 2010

Meeting number 25 from June 3 2010 with two municipalities adjusting their boundaries.
Both municipalities were created in 2008 by upgrading the subdistrict administrative organizations (TAO). It was now found out that the municipal boundaries include part of village 11 of San Na Meng into the municipality San Phranet. Apparently the maps used in the process of creating the municipalities did not show the subdistrict boundary correctly, which is even more surprising as the subdistrict boundaries are to follow natural boundaries.

Another interesting tidbit on these two municipalities - apparently in San Phra Net there was no election of the mayor yet despite the upgrade being more than a year ago already, at least their website still shows the Palad as being acting mayor.

Municipal decisions from August 11 2010

Meeting number 40 from August 11 with four local government units being renamed.
  • Samrong Tai town (เทศบาลเมืองสำโรงใต้), Phra Pradaeng district, Samut Prakan province renamed to Pu Chao Saming Phrai (เทศบาลเมืองปู่เจ้าสมิงพราย). Reason given is the fact that the subdistrict Samrong Tai is only one of five subdistricts covered by the municipality, so to create more unity within the municipality a new name fitting for the whole area was selected. Pu Chao Saming Phrai was the name of the first fort at the mouth of the Chao Phraya river. The name change was already approved by the board responsible for name changes in its meeting on August 10.
  • Sattahip subdistrict municipality (เทศบาลตำบลสัตหีบ), Sattahip district, Chonburi province renamed to Khet Udom Sak (เทศบาลตำบลเขตรอุดมศักดิ์). It was the name originally planned when the TAO Sattahip was upgraded (except now a silent ร was added), but at that time it was found that the wasn't possible because they lacked permission by the grandson of Prince of Chumphon to use the name. Apparently it was now granted.
  • TAO Song Hong (องค์การบริหารส่วนตำบลสองห้อง), Mueang Nong Khai district, Nong Khai to be renamed to Pho Sawang (องค์การบริหารส่วนตำบลโพนสว่าง) in accordance to the rename of the subdistrict earlier this year.
  • TAO Suak (องค์การบริหารส่วนตำบลสวก), Mueang Nan district, Nan to be renamed to Bo Suak (องค์การบริหารส่วนตำบลบ่อสวก) in accordance to the rename of the subdistrict earlier this year.

Mae Sot municipal borders

When the municipaliy Mae Sot was upgraded earlier this year, the boundaries were changed a bit as well, if comparing the maps in the 2010 announcement with the in the previous upgraded from 2001.

But this wasn't the final word on the municipal boundaries, on August 18 another change of the boundaries was announced. While this announcement only gives the law text and as an appendix the description of the boundary and a map, a very lengthy text with all the background on this is in the meeting transcript of meeting 23/2010 of board 1 in April this year. Way to long for me to get it all, and with Google translate it sounds like some adjustments had to be done due to a court decision. This pending change of boundaries is probably also the reason why the constituencies for the municipal election were still not yet defined, even though the municipal upgrade was done with the end of term of the previous council and mayor. The election had been pushed back by 45 days several times since then, and the old council continue to be in office as the acting council.

I have tried to put all three boundaries into a Google map of Mae Sot, though at the time of writing I haven't yet finished it. But since this map is embedded, it will automatically be updated. I have also included the main administrative offices as far as I know them, too bad I could not yet localize the city pillar. If the map is a bit too full, try to click the larger map link, then you can switch off and on the various parts.

And very soon the municipality Mae Sot will be completely abolished and its area included into the new special administrative area of Mae Sot, the corresponding bill was already approved by the cabinet. Once made a law, I have to update the map above once again.

Municipal decisions from June 16 2010

Meeting number 27 from June 16 2010 with one subdistrict municipality upgraded to a town municipality.
  • Ton Pao, Sam Kamphaeng district, Chiang Mai province upgraded to town municipality (เทศบาลเมืองต้นเปา) effective October 22 2010. The municipality was created in 1999 when the sanitary district Ton Pao was upgraded; it covers 15.36 km² and 12,452 citizen.
