District officer of the year 2011

The annual award to the best performing district officers has been announced last week. Officially named นายอำเภอแหวนเพชร ประจำปี ๒๕๕๔ (Diamond District Officer of the year 2554), the winner for each of the regions are

• North: Nakhon Khongnuan (นายนคร คงนวล), Thung Saliam district, Sukhothai
  
• Central: Wisa Phunsirirat (นายวิสาห์ พูลศิริรัตน์), Hankha district, Chainat
  
• Northeast: Somsak Sukprasoet (นายสมศักดิ์ สุขประเสริฐ), Wanon Niwat district, Sakon Nakhon
  
• South: Dondet Phatnarat (นายดลเดช พัฒนรัฐ), Betong district, Yala
  

Thursday linkage

Life in Phana reports on a visit to Rong Kham municipality in Kalasin. The reason for his visit was that Rong Kham (เทศบาลตำบลร่องคำ), the municipality around the district office Rong Kham, has been awarded the first prize between the small municipalities. The authors' own residence muncipality, Phana (เทศบาลตำบลพนา) in Amnat Charoen, came in at third place in this competition, so he went to see what made the difference between the two.

As I wasn't able to find anything on this award online, especially not on the website of the Department of Local Administration, I asked the author for little bit more details - and it turns out the award was done by the Department of Environment Quality Promotion, part of the Ministry of Natural Resources and Environment.

Outstanding registration offices award 2010

Last week DOPA announced the awards for the registration offices, a total of eleven offices will receive the award this year.

• District registration office (สำนักทะเบียนอำเภอ) of districts with at least 80,001 citizen: Mueang Nakhon Ratchasima district (อำเภอเมืองนครราชสีมา), Nakhon Ratchasima province
• District registration office of districts with 50,001 to 80,000 citizen: Phan Thong district (อำเภอพานทอง), Chonburi province
• District registration office of districts with up to 50,000 citizen: Kham Thale So district (อำเภอขามทะเลสอ), Nakhon Ratchasima province
• District registration office in Bangkok (สำนักทะเบียนท้องถิ่นเขตของกรุงเทพมหานคร): Bang Khen district (เขตบางเขน)
• Municipal registration office (สำนักทะเบียนท้องถิ่นเทศบาลและเมืองพัทยา) with at least 70,001 citizen: Pak Kret city (เทศบาลนครปากเกร็ด), Nonthaburi province
• Municipal registration office with 30,001 to 70,000 citizen: Om Noi town (เทศบาลเมืองอ้อมน้อย), Samut Sakhon province
• Municipal registration office with up to 30,000 citizen: Si Racha town (เทศบาลเมืองศรีราชา), Chonburi province

Additionally, district and municipality offices in the 3 deep south provinces Pattani, Narathiwat and Yala were awarded.

• District registration office (สำนักทะเบียนอำเภอ) of districts with at least 80,001 citizen: Mueang Pattani district (อำเภอเมืองปัตตานี), Pattani province
• District registration office of districts with 50,001 to 80,000 citizen: Nong Chik district (อำเภอหนองจิก), Pattani province
• District registration office of districts with up to 50,000 citizen: Mai Kaen district (อำเภอไม้แก่น), Pattani province
• Municipal registration office: Narathiwat town (เทศบาลเมืองนราธิวาส), Narathiwat province

Both Bang Khen and Si Racha did win last year already. The awards will be officially handed over on December 1st, same as the district officer awards.

Outstanding district officer award 2010

In July I reported about the finalists for the outstanding district officer award by the Department of Provincial Administration, now the four winners were officially announced.

• Northern region: Udom Chantamai (นายอุดม จันตาใหม่), district officer of Mueang Pan, Lampang.
  
• Central region: Thiraphon Nutnarot Sirinamuwat (นายธีรพล ศิรินานุวัฒน์), district officer of Khlong Hat, Sa Kaeo.
  
• Northeastern region: Loetbut Kongthong (นายเลิศบุศย์ กองทอง), district officer of Kham Muang, Kalasin.
  
• Southern region: Thawon Khongkaeo (นายถาวร คงแก้ว), district officer of Phrom Khiri, Nakhon Si Thammarat.
  

The prices will be handed over on December 1st, interestingly the same date as last year and in 2008. Don't know if this is a coincidence, or December 1st has a special meaning for the district administration.

Outstanding district officer award 2010

Today the Department of Provincial Administration (DOPA) announced the 12 finalists for the 2010 outstanding district officer award (นายอำเภอที่มีผลงานดีเด่นระดับเขต ประจำปี 2553).

The finalists per area are the following. Note that since I only have the names in Thai, the romanized names follow the RTGS transcription, however it is quite possible the officers in real use a different spelling.

• Area 9 (Khon Kaen, Chaiyaphum, Nakhon Ratchasima, Buriram, Maha Sarakham, Suri): Wimun Ratnaponwong (นายวิบูลย์ รัตนาภรณ์วงศ์), district officer of Rattanaburi, Surin.
  
• Area 10 (Kalasin, Mukdahan, Yasothon, Roi Et, Sisaket, Amnat Charoen, Ubon Ratchathani): Loetbut Kongthong (นายเลิศบุศย์ กองทอง), district officer of Kham Muang, Kalasin.
  
• Area 11 (Chumphon, Nakhon Si Thammarat, Ranong, Surat Thani, Krabi, Phang Nga, Phuket): Thawon Khongkaeo (นายถาวร คงแก้ว), district officer of Phrom Khiri, Nakhon Si Thammarat.
  
• Area 12 (Trang, Phatthalung, Narathiwat, Pattani, Yala, Songkhla, Satun): Chamlong Kraidid (นายจำลอง ไกรดิษฐ์), district officer of Rueso, Narathiwat.
  

Village headman award

Published on October 6 was an announcement by the Department of provincial administration (DOPA) on an award for the subdistrict headmen, village headmen and assistant village headmen. A total of 58 officials from 20 provinces did get awarded for the month of September.

As the the title of the announcement already suggests, this award is given out several times in the year, and I have found three further ones from this year - in February 35 officials from 14 provinces, in March/April 114 officials in 23 province, and in May 40 officials from 17 provinces.

The actual list of the awardees for this time is in a separate PDF file, and since it is a scan of a document I cannot copy and paste its contents easily. So I only list the provinces which have an awardee this time - Kanchanaburi, Chanthaburi, Chiang Rai, Tak, Nakhon Si Thammarat, Narathiwat, Nan, Phang Nga, Phetchaburi, Phrae, Roi Et, Ratchaburi, Rayong, Lopburi, Lamphun, Samut Songkhram, Sa Kaeo, Suphanburi, Surat Thani and Surin.

In order to get an idea what were the achievements which made these officials receive the award, I have tried to looked into the one official from Surat Thani. Phisan Klangrak (นายพิศาล กลางรักษ์), village headman of Ban Huai Rian (บ้านห้วยเรียน), village 6 of Sawait subdistrict, Tha Chang district was awarded with the following rationale

Outstanding district officer award 2009

The Department of Provincial Administration (DOPA) announced last week the four winners of the Outstanding District Officer Awatd 2009, chosen from the twelve finalists made public in July. The awards will be handed over in a ceremony on December 1 - maybe will even show in DOPA TV.

The four winners are

• North: Chokdi Omrawat (นายโชคดี อมรวัฒน์), district officer of Chai Prakan, Chiang Mai.
  
• Central: Yutotna Nutnarot (นายยุทธนา นุชนารถ), district officer of Khok Sung, Sa Kaeo.
  
• Northeast: Watthana Phutichat (นายวัฒนา พุฒิชาติ), district officer of Khemarat, Ubon Ratchathani.
  
• South: Cholosak Wanitcharoen (นายชลอศักดิ์ วาณิชย์เจริญ), district officer of Mueang Surat Thani, Surat Thani.
  

Additionally, Somkiat Sisanet (นายสมเกียรติ ศรีษะเนตร), district officer of Krong Pinang district, Yala province, will be awarded as outstanding district officer of the southern boundary districts.

Outstanding registration offices award

Last week, the director-general of the Department of Provincial Administration (DOPA), Wongsak Sawatphanit (วงศ์ศักดิ์ สวัสดิ์พาณิชย์) announced the winners of the outstanding registration office award (รางวัลสำนักทะเบียนดีเด่น). If I read the announcement correctly, this award is given out since the year 1985, and is split into seven categories.

• District registration office (สำนักทะเบียนอำเภอ) of districts with at least 80,001 citizen: Bang Lamung district (อำเภอบางละมุง), Chonburi province
• District registration office of districts with 50,001 to 80,000 citizen: Sung Noen district (อำเภอสูงเนิน), Nakhon Ratchasima province
• District registration office of districts with up to 50,000 citizen: Phrom Khiri district (อำเภอพรหมคีรี), Nakhon Si Thammarat province

Outstanding district officer award

Today the governor of the Department of Local Administration (DOPA) will (or probably already has) given an award to several district officers (Nai Amphoe, นายอำเภอ). The award is named นายอำเภอของประชาชน, which translates to "district officer of the people" and is awarded annually.

The ceremony is presided by the Interior Minister Kowit Wattana (โกวิท วัฒนะ), which seem somewhat strange to me as I would think the Interior Minister, who is in charge of the police, would have much more urgent problems to solve right now than to give this award to his subordinates. Or is the government already so much humiliated that they just wait the party dissolution verdict tomorrow, or the birthday speech of HM the King, and use their last days in office for the more enjoyable tasks?

In total four district officers are awarded, one for each region.

• Northern Thailand: Thongchai Toeti (นายธงชัย เตยะธิติ), Phichai district, Uttaradit province
• Central Thailand: Phawat Loetmukda (นายภวัต เลิศมุกดา), Khlong Yai district, Trat province
• Northeastern Thailand: Sarit Saisophon (นายสฤษดิ์ ไสยโสภณ), Nong Wua So district, Udon Thani province
• Southern Thailand: Khwanchat Suphranan (นายขวัญชาติ วงศ์ศุภรานันท์), Thepha district, Songkhla province

Biographies and photos of these officers are on a special page which lists the winners for 13 regions, apparently those four awarded today were chosen among these 13 officers.
