Now more by random googleing than actual searching, I stumbled on a photo of the office of a municipal borough (Chumchon, ชุมชน), the administrative unit I know almost nothing about. So now I learned that the office of a borough is named ที่ทำการชุมชน. It turns out that this specific borough, borough number 14 of Phitsanulok city named Chumchon Suea Thim (ชุมชนเสือทิม) is quite present on the web, while the city does not even have a list of their boroughs on the website, this borough has its own website, an active Facebook page, and also some albums on Picasa.
So now this borough is the first one which got a complete entry in my XMLs.

On their English Web site (http://http://en.phsmun.go.th/) the municipality offers a facebook link.
I'll try to find out more about the thithamgan chumchon.

Yes, of course this Chumchon isn't the only local government unit which is present on Facebook. The use of the social web, Facebook, Twitter, Blogs varies a lot, there are some very active local government units, and other who haven't even made a static website yet. And just having a Facebook or Twitter link doesn't mean it is used. As far as I know, almost all activity is found in Facebook, never spotted any Thai LGU on Google plus yet.
The interesting thing about this Chumchon is the fact that a local government for just around 1000 people has this much presence on the web.
