The second step will be the promotions, and this will give Amnat Charoen a new governor - probably one of the current vice governors in another province who has performed well enough (and has good enough relations with the upper ranks in DOPA and MOI) will be your new governor.<br /><br />And yes, the provinces aren't same, there are some very prestigious ones, and others which will be either just the first step in the career of a governor, or a punishing of a governor who has the wrong political relations.
